RESPONSIBILITIES

The Leader, PRA Strategy, Diabetes is accountable for the achievement of pricing, reimbursement and access for Lilly products of the Diabetes Business Unit. The incumbent supervises a team that includes head office-based staff, and oversees activities related to the establishment and achievement of PRA objectives. The incumbent will also undertake PRA work as an individual contributor, as required. The incumbent works closely with the Leader, PRA Strategy, Biomedicines & Oncology and the Leader, Patient Access – Field, to ensure continuous information-sharing and collaboration. The Leader, PRA Strategy, Diabetes serves as a member of the Corporate Affairs Lead Team, which sets strategic direction for the department and ensures strong collaboration across teams and work streams.

PRA Plan

Provide strategic oversight for the following activities, undertaken by head office-based PRA Managers:

  • Develop the PRA Plan, using collaborative, cross-functional mechanisms (e.g. Heat Maps) to ensure it is based on deep understanding of customer/stakeholder needs, as well as the needs and realities of the business

  • Ensure buy-in from Pricing Committee on the core components of the PRA Plan, namely: the PRA objective, underlying assumptions and upsides/downsides; contingency plan; strategic intent and major tactics (e.g. evidence development, core message development, environment shaping)

  • Quarterback the development of the rationale and supporting evidence that form the basis of the PRA Plan, leveraging inputs as required from Global PRA, Global Patient Outcomes & Real World Evidence (GPORWE), Pricing, field-based PRA Managers, Medical, Marketing and Forecasting

Comprehensive Value Dossiers (Submissions)

Provide strategic oversight for the following activities, undertaken by head office-based PRA Managers:

  • Develop value dossiers for national and regional Health Technology Assessment (HTA) bodies and payers (public and private), as well as the Patented Medicine Prices Review Board (PMPRB)

  • Lead the planning and development of sound health economic arguments, including robust pharmacoeconomic modeling, to produce quality health economic data

  • Lead the planning, development and delivery of robust provincial Budget Impact Analyses (BIAs)

Pricing and Contracting

  • Oversee PRA Manager development of business cases for approval of list and net prices at the local level (Pricing Committee) and above-country (Global Strategic Pricing, BU leadership), working in coordination with Pricing; ensure a consistent approach aligned with the Business Case Approval Process and associated templates

  • Serve as Pan Canadian Pharmaceutical Alliance (pCPA) Lead Negotiator for products of the assigned Business Unit: oversee the development of the pCPA negotiation strategy, drawing on a Core Team and leveraging the assigned PRA Manager for therapeutic expertise and project management support; lead the negotiation with the pCPA Lead Jurisdiction or Office; ensure Pricing Committee alignment with major tactical decisions

Supervision

  • Supervise a team of head office-based PRA Managers, including: goal-setting; performance management; project prioritization; training and development; day-to-day coaching

  • Undertake PRA work as an individual contributor, as required, to meet business needs; this work could include PRA Planning, Comprehensive Value Dossiers (Submissions) or Pricing and Contracting

  • Develop and track annual operating budget

  • Lead regular team meetings to facilitate progress updates, information-sharing and skills development

REQUIREMENTS

Essential Requirements

  • Bachelor’s degree or higher required, ideally in a scientific field

  • Significant pharmaceutical industry experience

  • Min. 5 years of experience in market access and/or related functions

  • Strong analytical and interpersonal skills

  • Ability to work well cross-functionally

  • Strong bias for action

  • Demonstrated ability to coach and train towards excellence

Additional Skills/Preferences

  • French language skills an asset

  • Familiarity with Lilly therapeutic areas of focus and products an asset
