Job Purpose:

Exercise depth and breadth of expertise over complex policy & legislative issues, translate the overall government affairs vision into practical, prioritized plans that promote company and affiliate objectives through compelling advocacy and consensus building in government affairs.  Develop, maintain and leverage government relationships as well as business platforms (e.g., PhRMA Japan, ACCJ) and external resources (i.e., consultants, think-tanks) to advance priority Lilly issues in complex policy areas.

Job Responsibilities

Establish goals in complex policy and legislative areas in close coordination with business leadership.

  • Develop, maintain and leverage national government and Key Opinion Leader relationships to advance short and mid-to-long term policy issues that will allow Lilly to succeed today as well as in the future
  • Influence policy issues that link to Lilly’s business needs working with (cross) industry stakeholders
  • Focus on corporative programs with the government
  • Manages large-scale projects & budgets
  • Analyze and assess the implications of government policy for Lilly’s business, recognizing the opportunities and threats then advise relevant functional areas on implications in a timely and coherent way, recommending the best course of action
  • Promote and protect Lilly’s legislative interests across various corporate/affiliate/regional industry issues
  • Coordinate and participate in the development of positions on assigned issues with the appropriate corporate/regional units and management.

Evaluate existing/available tools, partnership and resources to achieve goals.

  • Engage with or facilitate creation of broad coalitions to advance company agenda
  • Provide support in business plan and environmental assessment processes
  • Serve on Lilly Japan leadership country team and coordinate efforts with relevant cross functional teams in the affiliate/region on its priorities.

Capability building and capacity management

  • Responsible for building policy environmental shaping capabilities for area specific/therapeutic specific policies

Identify necessary Lilly engagement and leadership.

  • Represent Lilly Japan in industry organizations
  • Direct and leverage local trade association efforts on trade issue that impact Lilly
  • Support Sr. Executive visits

Act in a compliant manner

  • Provide thought leadership in key policy areas and execute the strategies such that resulting government actions are aligned with company/affiliate/regional goals.
  • Cultivate and maintain political contact network in the relevant branches of government.
  • Direct lobbying efforts with the affiliate/regional government in support of Lilly’s objectives particularly in the areas of intellectual property, regulatory and pricing challenges.
  • Report on /assess outcomes for continuous improvement.
  • Advise senior leaders (company/affiliate/regional) on all legislative and regulatory matters of interests and concern to the company/affiliate/region.  Support GM in local lobbying outreach.

Experience and Qualifications

Government Affairs experience: At least 5-years of experience working in government affairs or equivalent.  Such experience could come from employment in an area related to legislative/parliamentary process, or as a government official.  Similar experience might also be obtained working with an international organization (IGO), such as the World Health Organization, or in another company.  Equivalent experience includes advocacy, regulatory affairs and other policy related experience. Direct experience in the geographic region is very important.  

Demonstrated knowledge of government policy and legislative processes: In addition to working in government, demonstrated success obtained in working with others to advance government policy or legislative priorities (for instance, companies, trade associations, non-governmental organizations (NGOs), etc.) reflects deep understanding of governmental processes.

Coalition management/stakeholder engagement experience: Experience in working with other stakeholders to achieve common objectives is critical; for instance, advancing priorities through trade associations to achieve results, working with NGOs, and successfully engaging and managing political consultants and public relations firms to achieve desired result

Demonstrated ability to design and implement a lobbying/advocacy plan: First-hand experience in designing and implementing external engagement strategies to achieve desired outcomes or address environmental challenges, working with other stakeholders as appropriate,

 Excellent interpersonal, written and oral communication skills: Ability to communicate effectively and persuasively communicate complex concepts and programs at high level of government and business.

Ability to work comfortably and effectively with high level government officials across the political spectrum and with association leaders.

Has the reputation for ethical conduct.

Additional Information

Ability to thrive in a large, complex matrix organizational structure and has a reputation for being a team player.

Business Acumen

Willing to travel domestically and internationally.

Fluent in Japanese and English.
