1. People Management and Organizational Leadership

  • Responsible for CHO people strategy to meeting increasing evidence needs
  • Identify and recruit new talents

  • Ensure compliance to appropriate internal and external standards and policies.

  • Ensure clarity of roles and responsibilities to enable individual and organizational performance

2. Strategy Development and Execution

  • Develop  CHO strategies that are in line with China MDU, China business units, GPORWE strategies to support Lilly China
  • Drive and execute Real World Evidence (RWE)  strategies to support Lilly China including from medical affair and drug development perspectives
  • Drive execution of strategies in partnership with functional and cross-functional leaders to optimize CHO impact and value
  • Accountable for development of annual business plans, alignment of the business on those plans, and ad hoc change control representation .
  • Ensure targeted disclosure and dissemination  plans are developed  and eliminate  non-impactful  disclosures.
  • Responsible for CHO resource planning, allocation, and prioritization according to business needs

3. Research and Disclosure  Oversight and Execution

  • Effectively prioritize planed projects/resource, execute business plan; monitor and adapt plan according to business processes
  • Communicate changes and variance in plans as necessary to ensure awareness and alignment with functional and cross­ functional leadership
  • Ensure effective execution of  work plans resulting in the development of relevant, reliable, and timely   information
  • Oversees the creation of scientific materials that are submitted to payers ensuring a consistent quality that meet customer requirements in China
  • Proactively provide real world study solutions to drug development team and contribute to drug development strategy
  • Help China HO team members to develop expertize in PRO (patient report outcome) area and establish the professional image within Lilly China
  • Provide technical guidance to CHO  staff
  • Ensure effective HO support for assembly of reimbursement dossiers
  • Ensure effective packaging of information and scientific materials for dissemination  and  disclosure
  • Support and champion transformation efforts
  • Support and lead implementation of business processes
  • Ensure regular and transparent  communication of  project status to leadership  and stakeholders
  • Ensure timely communication of research results to key stakeholders
  • Ensure that appropriate measures and metrics are developed and delivered upon

4. External Engagement

  • Ensure appropriate and effective engagement with prioritized external stakeholders to support Lilly China business priorities and  objectives.
  • Partner effectively with China MDU, Lilly China, and GPORWE to engage in prioritized key external initiatives and/or environment shaping activities.
  • Monitor and understand the external environment including HTA environment and insight, further collaborate with other functional colleagues to shape future China HTA evolvement
  • Monitor Big Data/AI evolvement and leverage innovative methodologies to improve CHO project

Minimum Qualification Requirements:

  • Advanced degree in a discipline relevant to Health Outcomes
  • At least  8 years' experience working in the pharmaceutical industry
  • Demonstrated ability to build trust, gain alignment, deliver high performance , and achieve results
  • Strong communication skills with the ability to inspire, motivate, and achieve alignment with diverse personnel
  • Fluent in Mandarin and English
  • Leadership,advocacy, negotiation , and conflict management skills at a senior level.
  • High emotional intelligence and strong inter-personal skills
  • Relevant Drug Development and/or Commercialization experience within the pharmaceutical industry with strong knowledge of payer requirements.
  • Knowledge of the relevant payer environment with particular knowledge of evidentiary standards for formulary and health policy decision making
  • Demonstrated commercial awareness, business acumen, and customer focus.
  • Ability to anticipate future external payer environment requirements, thinking broadly, and focus teams on key business drivers
  • Ability to network effectively with and use technical and non-technical skills to be a respected and influential cross­ functionally
  • Leadership skills and problem-solving capability as demonstrated by the ability to evaluate threats and opportunities for payers and plan for appropriate evidence generation within a development program, including complementary research

Other Information/Additional Preferences:

  • Experience working in Health Economics and Outcomes Research in China
  • Network of external Payer/KOL contacts highly desirable
