U.S. Import Export Compliance (USIEC) is responsible for trade compliance oversight for all functional areas and business units of Eli Lilly and Company in the United States, Puerto Rico, and OUS sites for activities covered by U.S. Import Export and Trade laws and regulations. The team ensures adequate awareness of U.S. trade compliance issues by providing timely updates of regulatory changes and appropriate tools to all functional areas subject to U.S. regulatory jurisdiction. USIEC also serves as the primary contact with the multiple government agencies with regulatory authority over U.S. trade.
Responsibilities:
As a member of the USIEC team, this role will be serve in a global capacity initially as a member of the SAP Nexus team and later supporting OUS trade compliance after S/4 Hana implementation. This position will be responsible for leading the global standardization of SAP commodity classifications under the harmonized tariff schedule (HTS) in preparation of S/4 HANA SAP modernization at Lilly. HTS updates will be made using the "Harmonized System" (HS) which is a multipurpose standardized international product nomenclature developed by the World Customs Organization (WCO). HS is used for the purpose of custom tariff-related statistical and transport-documentation purposes. It allows participating countries to classify traded goods on a common basis for customs purposes.
In addition to the SAP implementation work, this position will continue (post go-live) with added ongoing responsibilities for supporting HTS and Customs globally. The position will assess and advise on customs impacts of new business activities and scenarios, for savings opportunities and solutions. The position will also evaluate new processes or positions to improve the overall tax position for the company. In addition, this position will provide expertise to other process owners regarding import, export and tariff classification. Due to the investment of time to learn and the depth of knowledge required in the area of import and export controls, tariff classification/duty impact and product flow, the employee accepting this assignment will be asked to remain in the position for a minimum of 3 years and preferably longer. Initial training and continuing education will be key as external laws, regulations, and the environment changes frequently. Investment of time and commitment to learning, as well as subsequent knowledge sharing, will be key to success in this position.
Key Responsibilities / Deliverables:
Lead commodity code project for global implementation for S/4 including SAP Global Trade Services(GTS). This will include design work, data (HTS) cleaning, HTS assignment, testing, training post-go-live support and ongoing process owner responsibilities to maintain HTS/customs compliance.
Standardize process for product classification and assignment in SAP GTS for products subject to cross-border transactions per country.
Ownership of defined parts of SAP S/4 HANA Material Master.
S/4 HANA Material Master periodic updates by AI/ML program on Classification and validate new codes.
Manage relevant S/4 HANA FIORI Apps Roles & Security setup, testing & training.
Guidance & Support on S/4 HANA configuration for P2P and O2C Towers on Commodity Codes to ensure Intrastat Reporting is fully compliant with codes.
Configure current Legacy SAP GTS system to prepare the build of AI / ML program.
This project has heavy dependencies & process impacts across multiple Towers – O2C, P2P, TM, RTR and TAX teams, resulting in Intensive Testing efforts.
Post go-live responsibilities may include:
Provide import / export leadership, directional support and decision making for business processes and IT (including ERP).
Support implementation teams, as needed, in understanding granular levels of import / export related data mappings and SAP configurations.
Partner with Supply Chain, Tax GPO, and Transfer Pricing Group on customs topics.
Ownership of determination & assignment of commodity codes to products subject for cross-border shipments
Oversight of monthly Intrastat Reporting/filing to local Government for Inbound & Outbound in most of the 27+ EU states.
Determination process of Purchase Order incoterms and Vendor VAT registrations where impacting Intrastat Reporting
Assessment of inaccurate Custom Duty and VAT rates leading to tax leakage.
Supporting GBS VAT Team and Affiliate reporting where applicable using the accurate commodity codes & VAT registrations.
Supporting Customs compliance for acquisition integration & divestiture programs.
Assessment of preferential OUS duty savings and free trade agreements.
Ownership of Process of application and tracking of import/export licenses, proper valuation and origin rules.
Trade sanctions screening support
Incoterm alignment with transportation/legal/tax/procurement.
Reconciliation with transfer pricing – globally (annually when accepted otherwise per entry/quarterly).
Import & export control systems, recordkeeping, training and audits.
Reports – metrics, auditing results, volume, & risk.
Basic Requirements:
BS/BA Degree
Understanding of internal controls or elements of effective compliance programs. Ability to investigate, test for compliance, evaluate options, and take corrective action. Well versed in HTS commodity Classifications.
Good communication skills.
Additional Skills/Preferences:
SAP implementation experience
Working knowledge of Integrated Customs Tariff by the EU (TARIC) system
Project management
Ability to adapt and learn in a changing environment with an approach to achieve continuous improvement in support of trade compliance.
Strong capability to lead cross-functional projects and processes to achieve results while influencing and leading others who may or may not report to the function or area.
Proven ability to seek data, analyze and draw relevant conclusions, and leverage data to make recommendations towards actions/decisions.
Strong verbal and written communication with the ability influence effectively with all levels of the organization including management and external parties
